Council approves Linden Street right-of-way ordinance, event permits and multiple city contracts in 7-0 votes

Bethlehem City Council passed a package of ordinances, use-permit agreements and procurement contracts on Oct. 14, approving measures required for street engineering, seasonal events and routine utility supplies.
The council unanimously adopted Ordinance No. 44-2025, which lists cartway and right-of-way widths for streets affected by the Linden Street two-way conversion and Broad Street corridor improvement projects. Public works staff said the legal descriptions are required to meet a PennDOT requirement tied to project implementation.
Council also grouped and approved three use-permit agreements for seasonal events sponsored by ArtsQuest and the Greater Lehigh Valley Chamber of Commerce (the Christkindlmarket, the Christmas Tree Lighting ceremony and the Christmas City Village). Resolutions authorizing those agreements passed on voice and roll-call votes 7-0.
The council approved several procurement resolutions for the water and wastewater utilities: a one-year agreement with JCI Jones Chemicals, Inc. for chlorine cylinders ($204,490 for the year; up to $817,960 if four renewals are exercised); an agreement with Univar Solutions USA LLC for sodium hydroxide ($146,645 for one year; $586,580 over five years with renewals); and a contract with Wind River Environmental LLC (doing business as Franck Environmental) for screening disposal at the wastewater treatment plant ($54,922.60 for one year; $219,690.40 with renewals). Officials said each vendor was the low bidder.
Council also approved a set of certificates of appropriateness for alterations and plaques in the historic district and scheduled a public hearing for an intermunicipal liquor-license transfer to be heard Nov. 5. The council voted 7-0 to reschedule the Nov. 4 meeting (Election Day) to Wednesday, Nov. 5, at 7 p.m.
All votes on the measures on the Oct. 14 agenda were recorded as unanimous (7-0) by roll call.
The approvals clear administrative and procurement steps needed for upcoming seasonal programming and for street design documents tied to the Linden Street two-way and Broad Street projects. Several of the contracts include options for annual renewals that would increase five-year totals if exercised.
Council did not take additional action beyond the approvals during the meeting; staff said more detailed budget review for capital items will come in upcoming budget meetings.
