Council approves interlocal purchasing agreement with Harris County Department of Education

Manville City Council voted to enter an interlocal agreement with the Harris County Department of Education (HCDE) Choice Partners cooperative to allow the city to use pre-negotiated contracts for goods and services.
City staff said the interlocal is another procurement vehicle similar to existing cooperative purchasing agreements the city uses (for example, TIPS and BuyBoard). Staff noted the interlocal can speed procurement when a vendor has already negotiated competitive pricing, and that some cooperative agreements may include rebate programs that return funds to participating members. Robbie and Riley (public-works staff) explained the cooperative was considered for grounds-maintenance work for city properties; staff later pursued a different procurement route for that specific work, but recommended adding HCDE Choice Partners to the city’s contracting toolbox.
Council approved the interlocal agreement unanimously. Staff said they would spot-check pricing on individual procurements to ensure the interlocal price remains advantageous relative to other options.
