Wooster council adopts annexation, sewer lining, maintenance contracts and park dredging

Wooster City Council on Sept. 15 approved a package of ordinances and resolutions that included the annexation of a Mechanicsburg Road parcel, authorizations to bid or contract for public-works work and approvals to accept and appropriate a philanthropic donation for park improvements.

City leaders said the measures are routine parts of capital and maintenance work the city has budgeted or planned. Council voted on a mix of second- and first-reading items and took the final votes listed below.

The most consequential items for city operations were: (1) adoption of an ordinance to annex a 1.86-acre parcel at 1361 Mechanicsburg Road, (2) authorization to advertise for and contract a lining for the Christmas Run interceptor sanitary sewer, (3) approval to expand funding for an engineering demonstration study to raise sewer plant permitted capacity, (4) an amendment and approval to increase spending authority for Jimmy's Maintenance and Lawn Care, (5) authorization to purchase and install a backup generator and automatic transfer switch at the PPM facility, and (6) acceptance of a $70,000 donation from the Wayne County Community Foundation and appropriation of funds for the Oak Hill Park pond dredging project.

Council recorded roll-call votes on the adopted measures; the roll calls shown in the meeting transcript indicate unanimous or near-unanimous "yes" votes from members present on each item. On contracts and capital projects: - Resolution 2025-54 authorized the director of administration to contract for the Christmas Run interceptor sanitary sewer lining project and allow immediate enactment. The administration described the work as necessary to address persistent issues in an aging section of sewer piping. Councilman Malta moved adoption; the motion passed by roll call.

- Resolution 2025-55 approved additional funds and a purchase order change to continue phase 2 of a high-rate engineering study with Jones & Henry (the vendor named in the packet) to collect demonstration data the Ohio environmental reviewer has requested. City staff said the purchase order for phase 2 is roughly $21,000–$22,000 and that the demonstration and sampling work for approval will likely remain under about $50,000 in total study cost. - Resolution 2025-56 authorized additional maintenance services and increased the spending threshold for Jimmy's Maintenance and Lawn Care to complete miscellaneous public-works tasks; the text was amended in the meeting to correct the vendor name in section 1 and then the amended resolution passed by roll call. Administration estimated total fiscal exposure for the year with Jimmy's at roughly $90,000–$95,000.

- Resolution 2025-57 authorized purchase and installation of a 480-volt backup generator and automatic transfer switch for the PPM facility; council approved the purchase by roll call. Staff said the equipment was budgeted for the current fiscal year.

On parks and donor funding: - Resolution 2025-58 authorized the administration to solicit bids and contract for dredging, repairs and improvements at the Oak Hill Park pond, accept a donation from the Wayne County Community Foundation and appropriate funds from the capital improvements fund. The administration said the foundation donated $70,000 toward an estimated $130,000 project; the city’s existing budget contribution was listed in meeting materials as about $60,500 (the transcript records a $500 discrepancy in the written explanation that council asked staff to double-check).
