Loveland authorizes $38K in supplies to repair and test Clermont County water interconnect

The Loveland City Council authorized city staff to buy parts and supplies to repair and improve the Clermont County emergency water interconnect after an August 2024 failure, and to institute monthly testing of that interconnect.
City staff described the August 2024 incident when the interconnect at Ridgewood Drive near Tall Timber Drive failed when the city briefly relied on Clermont County water. Staff said the pressure-reducing valve (PRV) in the vault was broken and needs replacement along with pit modifications.
The council adopted Resolution 88 on a 6-0 roll call, authorizing the city manager to purchase the necessary parts and supplies at a cost the staff listed as approximately $37,952. Staff said the higher-than-budgeted cost (the budget line had been $25,000) would be covered from the water capital improvement fund and that the public works department will perform the work in-house rather than using outside contractors.
As part of the updated procedure, staff will add a hydrant tap on the city side and flow that hydrant monthly to verify the interconnect. Staff told council other interconnections (including the connection to Cincinnati) are being exercised monthly as part of the vulnerability review and that staff plan to consider further improvements to make testing easier.
Councilmember Bateman thanked staff for pursuing the improvement and asked if testing would affect downstream pressure; staff said the test would be performed with an isolated valve closed so customers would not see pressure impacts during tests. Council adopted the purchase authorization 6-0.
