Beresford council accepts 2024 audit, approves memorial repair, tax levy certification and personnel pay steps

City staff reported that the South Dakota Department of Legislative Audit accepted the city's 2024 audit with no findings; the council voted to accept the audit and ordered it posted as required. The council also accepted the August 2025 financial report after staff noted large invoice disbursements tied to capital work that will be reimbursed by the state.
The council authorized Sunburst Memorial to replace a damaged tablet at the Veterans Memorial near the water tower at a cost of $7,595.42. Council members discussed whether stone salvage could reduce the cost; a volunteer (Don) agreed to remove salvageable stone, which the council estimated would lower disposal costs modestly.
Council members approved the 2026 tax levy certification for submission to Union and Lincoln County auditors in the amount of $967,000. Staff noted the statewide property-tax growth cap that will apply next year and explained projected effects on future receipts.
Two personnel pay-step increases were approved: a pay increase to $28.71 per hour for an employee, Tony Harris, effective Sept. 2025, and a step increase for police officer Kyle Plankman to $28.74 per hour effective Sept. 19, 2025. The council also approved two travel requests and authorized payment of the city's bills.
Several new-business items involving labor negotiations were deferred to an upcoming executive session on legal and personnel matters. The council moved into executive session at the end of the meeting for legal, personnel and contract negotiations.
