Pullman applies for three TIB grants to resurface Bishop, add Liebecker sidewalk and signalize Grand/Center

The Pullman City Council on Aug. 12 approved staff requests to apply for three Washington State Transportation Improvement Board (TIB) grants to fund transportation projects across the city.
Valerie Weaver, the city’s grants and special projects manager, said the city submitted three separate applications due Aug. 15: (1) Bishop Boulevard resurfacing from Grand Avenue to Fairmount Drive (TIB arterial preservation), estimated cost about $682,000 with TIB funding requested at roughly $564,000; (2) a sidewalk infill on Liebecker Street near McGee Park (TIB complete streets), an estimated $229,000 project with roughly $195,000 requested; and (3) a traffic signal and intersection improvements at Grand Avenue and Center Street (TIB urban arterial program), estimated at about $1.8 million with roughly $1.6 million requested.
Weaver described the Bishop project as a two‑inch grind and overlay with required ADA curb ramp upgrades and said the work would be carried out in 2026 if funded. The Liebecker infill would build about 265 linear feet of sidewalk and a modular block retaining wall to address a short, costly gap created by steep topography; staff said the crosswalk on Stadium that is being upgraded with a rapid‑flashing beacon will tie into this project. The Grand/Center application would add a traffic signal, pedestrian crossings and related improvements; staff plan a longer design and permitting timeline with construction targeted for 2028 if the grant is awarded.
Council unanimously adopted resolutions authorizing the grant applications and authorizing acceptance and execution of the grant agreements if awarded (Resolutions R‑32‑25, R‑33‑25 and R‑34‑25). Weaver said TIB typically announces awards in late fall and that award acceptance would trigger final design work.
