The Metropolitan Area Planning Commission voted unanimously at its July 2025 meeting to recommend approval of a use-by-review that would allow a residential single-family dwelling expansion, including a carport, at 1011 South Independence Avenue, a property zoned I-2 (Industrial Light District).
City staff identified the property owner on the application as California Land Company LLC and named Jose Alvarado as CEO. Staff said the property is a legal nonconforming residential use in an I-2 district and that the applicant seeks to expand that residential use, which triggers a use-by-review. Porter said the area contains many residential properties that are zoned I-2 due to historic zoning patterns and that an industrial standard would require different construction standards, so approving the use-by-review would allow the residential expansion to remain consistent with the neighborhood.
Staff reported no complaints or objections were received. Commissioners opened and closed the public hearing with no public comment, and a motion to approve the use-by-review was seconded and carried unanimously. The commission’s recommendation will be forwarded to the mayor and board of commissioners for final action.
