The Metropolitan Area Planning Commission voted unanimously at its July 2025 meeting to recommend rezoning 5101 West Rup Avenue from agricultural to R-1 (residential estate) and approved a companion lot split for property owners Chad and Marla Schroeder to create a 1.5-acre parcel from a roughly 30-acre tract.
Jacqueline Porter, Community Development Director, said the rezoning request is intended to allow a lot split; the city’s future land-use map shows R-1 at the location to the north. Porter said there are no city utilities currently available to the site; properties will use a septic system and well water. The lot split was described as 1.5 acres out of the 30-acre parcel.
A member of the public in the room noted that surrounding land is owned by the applicant’s mother and that recent homes to the east use private septic and water systems. City staff said final deed transfers related to surrounding parcels would not be actioned until the council approves the rezoning. No public objections were entered on the record. The commission’s motions to recommend rezoning and to approve the lot split were both seconded and carried unanimously; the rezoning recommendation will be forwarded to the mayor and board of commissioners.
