At its July meeting the Gardiner City Council recorded several unanimous votes on grant authorizations, administrative delegations and permits.
- EV charging grant (Efficiency Maine): Motion to authorize the interim city manager to execute the Efficiency Maine agreement for EV chargers at 129 Water Street (the former Bailey Autos site) was made by Councilor Kimball and seconded by Councilor Babcock. Councilors recorded a unanimous vote to approve. The packet staff estimate showed a project cost of $104,716, an Efficiency Maine grant of $60,000, and an expected federal "direct pay" tax rebate estimated at $31,415, leaving a city share of about $13,301 (staff noted that CMP work on a line could reduce that figure).
- Delegation of authority (07/01/2025–06/30/2026): Motion to delegate authority to the interim city manager to execute grants for the fiscal year was made by Councilor Cone and seconded by Councilor Greenlee; vote recorded as unanimous.
- Northern Borders Regional Commission (NVRC) resolution: Motion to adopt a resolution authorizing the interim city manager to apply for, accept and expend NVRC grant funds was made by Councilor Babcock and seconded by Councilor Grant; recorded unanimous.
- Approval of council minutes: Motion to approve council meeting minutes for June 4, June 11 and June 18, 2025 was made by Councilor Greenleaf and seconded by Councilor Cone; recorded unanimous.
- Large-event permit: Motion to approve the JM Arbor "Picnic in the Park" large-event permit was made by Councilor Cohen and seconded by Councilor Cusick; recorded unanimous.
Motions were read into the record; several councilors commented in support of the EV chargers and staff noted contingency plans if the federal tax rebate were not received. The EV charger award authorization included staff direction that the city would use TIF funds if the tax credit did not materialize.
