The Trumbull County Board of Commissioners on July 2 approved a series of routine items including meeting minutes and bills, a $360 donation to reimburse auditor legal expenses, multiple road- and permit-related items, construction contracts and change orders, liquor permit notifications, enrollment in a natural gas aggregation program and an amendment to transportation contracts.
Key approvals included accepting a $360 donation from Trumbull County Auditor Martha Yoder to reimburse legal services and disbursements for the Auditor’s Office in Court of Appeals case 2025-t-0024; authorizing the clerk to advertise for sealed bids for the 2025 Road Rehabilitation Program (Stroop Hickox Road and Hoffman Norton Road in Farmington Township); concurrence with the county engineer to close Perkins Jones Road (County Highway 149) July 14–Sept. 19, 2025; and concurrence to grant right-of-way permits to Enbridge Gas, Ohio; ASW Pipeline LLC; JB Forestry LLC; and Heather Barretel.
The board awarded the lowest responsive bid for Belmont Avenue sidewalks Phase 2 to Faust Construction Inc. in the amount of $112,096.60 and entered into a contract for concrete sidewalks, curb ramps and crosswalks along the west side of Belmont Avenue (State Route 193) between State Route 304 and Giant Eagle. The board also approved change order No. 2 for Pollard Land Services Inc. reducing the Scoville Drive sanitary sewer improvements primary contract by $20,894 to a revised total of $654,711, and approved a $1,726.72 increase (Change Order No. 4) for Philip Sekanick Architecture Inc./DeSalvo Construction for additional drywall work associated with HVAC ductwork at the Trumbull County Engineer’s Office project at 650 North River Road in Warren.
Other actions included granting a special hauling permit to JROT Transportation Services Inc., a special annual supplier-fleet permit to Oscar Bridal Sand and Gravel Inc., and notifying the Ohio Department of Liquor Control that the board will not request public hearings for three new Pilot Travel Center liquor-permit applications (Pilot Travel Centers LLC doing business as Mr. Fuel #732 in Weathersfield Township and two other Pilot Travel Center locations listed in the agenda).
The board enrolled county accounts in the Trumbull County Natural Gas Aggregation Program with Constellation New Energy (Gas Division) for delivery beginning with the August 2025 gas flow through the March 2026 billing cycle at a fixed burner-tip rate of $3.99 per MCF. The board also amended previously awarded transportation contracts to add a minimum charge requested by Sunset Transportation consistent with three of the four vendors; the contracts cover the period March 1, 2025, through Feb. 29, 2028, with a one-year extension option.
All listed motions passed by recorded votes with Commissioners Bernard, Malloy and Hernandez voting yes on each item as presented.
