Council approves easement vacation and final plat for West Publishing site at Highway 149

At a public hearing on June 17, the Eagan City Council approved the vacation of recorded drainage and utility easements and approved the final plat to combine three parcels into a single lot for West Publishing Company at 3775 Highway 149.

City staff received a petition from Harry Gallagher representing the property owner requesting vacation of portions of existing drainage and utility easements to allow replatting. Public works staff and planning staff explained the project during the hearing and said new public easements will be provided as part of the final plat to address utilities and drainage.

Public notices were published and staff reported no outstanding objections from affected property owners. Councilmember Bakken asked whether the final plat would combine two small lots on the south end into the larger parcel; staff confirmed the three parcels will be combined into one approximately 85-acre lot. During the hearing staff said one prior outlot had been conveyed to provide access to an existing warehouse, and the platting cleans up recorded dedications.

Councilmember Hanson moved to approve the vacation of the specified drainage and utility easements (including document number 90220); the motion was seconded and adopted by voice vote. The council then moved and approved the final plat for West Publishing Company ninth edition to create one lot of about 85 acres located at 3775 Highway 149.

Both motions were adopted with no recorded objections. Staff said new public easements will be recorded with the plat to preserve necessary public access for drainage and utilities, and that the funds and infrastructure responsibilities tied to the plat will be addressed through standard plat recording and utility coordination procedures.
