City staff told the board the Jumpstart curriculum will cover zoning, general contracting, sheriff sales and auctions, and other skills intended to help residents undertake small‑scale development projects in their neighborhoods. Board members moved and seconded approval and the contract was approved by voice vote.
City staff characterized the award as a capacity‑building grant through a local community development financial institution (CDFI). The board recorded the approval as a formal motion; no public comment was offered on the item during the meeting. The contract amount and the program length were set out in the staff presentation and in the contract documents submitted to the board.
