Owasso awards $1.11 million contract for 2025 street rehabilitation

The Owasso City Council authorized a $1,110,000 contract with TriStar Construction LLC of Catoosa, Oklahoma, for the city's 2025 annual street rehabilitation program.
City staff presented the recommended award for rehabilitation sites the council had approved previously. Jake Kettner said the project was advertised in accordance with state law, a mandatory pre-bid conference on May 29 drew eight contractors, and three responsive bids were opened on June 10. TriStar was the lowest responsive bidder at $1,110,000. Funding for the project will come from the capital improvements fund and the city's half-penny sales tax fund.
Councilors asked whether an alternate (Alternate 1) would be set aside; staff said it would be deferred because related sanitary-sewer work by the county associated with a proposed library renovation must be completed first. Kettner said construction could begin in late July or early August and would likely take about six to nine months to complete.
The council approved the award and authorized execution of the necessary documents; staff will coordinate scheduling and notify the council of the construction timeline.
