Council hears rezoning request to allow aircraft-parts repair at 405 W. Second Ave.; SUP will follow

City planning staff discussed a rezoning request for roughly 1.019 acres at 405 West Second Avenue to change the base zoning from Commercial General to Industrial Light (IL) to allow activities described in the city code as "support activities for transportation," including aircraft maintenance and repair.
Staff said the rezoning application (OZ25-04) concerns the southern roughly 1 acre of a larger five-acre tract; that southern portion is already inside the city limits and was annexed in 2002 under Ordinance 716. The applicant intends to apply for a Specific Use Permit (SUP) if the rezoning is approved; the SUP would address site- and use-specific requirements including architecture, screening and outdoor storage.
Planning staff noted three conditions in the city's master plan that must be met for IL use within a commercial-designated area: no traffic may pass through residential areas to access the site, attractive architecture and facades should be provided, and any outdoor storage must be fully screened and placed at the rear of the property. Staff said the surrounding area is largely industrial and floodplain and that no adjacent residential areas are planned, which they stated satisfies the first caveat. A minor variance for lot width was granted June 30 to allow a 2-foot reduction (property is 148 feet wide vs. the 150-foot minimum for IL lots); staff said that makes the lot conforming for IL bulk and area requirements.
Staff said the property is currently occupied (the applicant is in the building) and that they plan to annex the remaining northern portion that sits in Tulsa County. Water and sewer service are provided by the City of Owasso. The Planning Commission voted 5-0 to recommend approval of the rezoning at its meeting the night before the council discussion.
Staff said an SUP will be required for aircraft maintenance and repair use, and they expect the applicant to submit an SUP application after rezoning and annexation are processed; the SUP and site plan will address architecture, screening, outdoor storage and site-specific details.
No formal council vote occurred during the discussion; staff recommended approval to council at a future meeting.
