Owasso approves $13.96 million contract and $1.2 million stormwater budget amendment for Garnett Road widening

The Owasso City Council approved two linked actions to advance a mile-long Garnett Road widening project: a $1.2 million budget amendment to the Stormwater Management Fund and an award of the base bid plus an additive alternate to R and L Construction LLC for $13,957,000.
City staff told the council the project had been rebid after earlier bids exceeded the original estimate. "We rebid in May," Dwayne Henderson said, describing revised plans and responses to contractor questions. Henderson said six firms attended the rebid opening; the engineer's estimate for the portion discussed was $14.9 million, the low bid from R and L Construction of Sapulpa, Oklahoma was $13,957,000 and the second-low bid was $13,983,000 (a 0.9% difference).
Carly (staff member) explained funding steps taken to cover the shortfall: the project's water, wastewater and stormwater improvement costs were calculated separately so the city could use alternate funds including the Stormwater Management Fund and the EWASA Public Works Authority Fund. Staff recommended and the council approved a budget amendment increasing stormwater appropriations by $1,200,000 to help fully fund the project. Carly said the stormwater fund balance was projected around $2,400,000 for 2025, making the amendment roughly half that balance.
Henderson said staff checked references for R and L Construction with the cities of Tulsa and Broken Arrow and Barnesville, and found the contractor qualified for concrete paving work. Council members asked about bid variances (one bidder had substantially higher cost due to rented paving equipment), fiber conduit included with the road work, and ownership of the conduit. Henderson said the city will own the conduit and IT staff will later pull fiber. Councilor questions about traffic and staging were directed to the subsequent project-status presentation; Public Works staff later told the council construction is anticipated to begin in September and take about 9 to 12 months to complete.
The council approved the bid award and the budget amendment; staff recommended executing all necessary documents for contract award and fund adjustment. The actions move the Garnett Road widening to contract execution and preliminary scheduling for fall construction.
