Owasso council renews behavioral-health contract for first responders at $51,010.44

The Owasso City Council voted unanimously to renew a master services agreement with First Responder Support Services (FRSS) to provide behavioral-health services for emergency responders for fiscal year 2025–26, at a cost of $51,010.44.

City staff described the contract as continuing counseling, annual training and consultative services for fire medics, police officers, dispatch and police civilian personnel and their immediate family members. "This is my favorite item to present each year," Michelle Dibs said, introducing the recommendation.

Dibs told the council the program remains in active use: city fiscal-year-to-date figures through May 2025 showed 53 active clients, 18 of whom were new participants, accounting for 510 direct counseling hours this fiscal year; since the contract began, FRSS has provided 3,053 counseling hours to employees and immediate family members. Dibs said annual training sessions and specialized critical-incident training are included in the renewal.

The contract cost is included in the city's health insurance self-insurance fund. Staff recommended approval of the second renewal agreement with First Responder Support Services, PLLC, of Tulsa, Oklahoma, and authorization to execute all necessary documents. The council approved the motion; the meeting record shows affirmative votes by council members present.

The action continues existing services rather than creating new programs; the council did not attach new conditions or amendments to the renewal during the vote.
