Choctaw County addresses airport inspection items; approves Alabama Uniform Certification Program agreement

Choctaw County commissioners heard a report on airport inspection findings and approved an agreement with the Alabama Department of Transportation related to disadvantaged-business reporting required for federal funding eligibility.
The airport manager said most inspection items had been addressed, including tree removal, but two issues remained: apron striping (a contractor quote was discussed and estimated by staff at about $35,000) and a small area of apron that needs repair or preparation to ensure safety for medical helicopter landings. The manager said the airport is operating under a temporary notice that expires July 31 and can be extended; staff said they would determine how to proceed.
County Attorney Lee explained that the Alabama Uniform Certification Program agreement requires the county to cooperate with the state Department of Transportation and provide information the department needs to prepare a disadvantaged-business plan, a condition for eligibility for federal funds. Staff said actual prospects for federal funding at the airport are slim but that having the agreement in place poses no legal issues and could be useful if earmarks or other opportunities arise.
Commissioner Dahlgren moved to approve the Alabama Uniform Certification Program agreement with the Alabama Department of Transportation and to authorize the airport manager (Joe) to sign it; Commissioner Cherry seconded. The motion carried on a voice vote.
Staff indicated they will forward a copy of the signed agreement to the county clerk and retain a copy for the airport file. No dollar contract for the striping or apron repairs was approved at the meeting.
