Board approves preliminary 2025–26 budget, adopts second reading of nonresident policy and clears other routine items

The Roseville Area School Board on June 24 approved several action items in a meeting that included the adoption of a preliminary budget, a policy second reading, retirements and gifts, and an election‑related filing‑date resolution.

Consent agenda and retirements: The board approved the consent agenda minus the retirements and later approved two retirements by motion. The retirees named in public remarks were Nancy McHealthy, a media technology and testing assistant at Brimhall Elementary with 16 years of service, and Susan Wolf Given, a special education teacher at Roseway Area High School with 31 years of service. The board approved the retirement recognitions and noted gifts announced for multiple schools by community donors.

Policy 564 — nonresident student attendance (second reading): Director Sherry Thompson presented the second reading of Policy 564, which clarifies enrollment rights for preschool‑age children with disabilities who have received early childhood special education services. The policy text retains statutory language that uses "parents and guardians" to match state statute. The board moved, seconded and approved the second reading by voice vote ("ayes" recorded) with the motion carried.

Preliminary 2025–26 budget: The board adopted a preliminary budget that staff said must be adopted before July 1. Staff told the board the proposal projects about $1.9 million in deficit spending against the unassigned general fund for the year and estimated a June 30 operating capital fund balance of about $54,424. Staff noted some recent state special-session adjustments (for example, a compensatory revenue hold-harmless estimated to add roughly $300,000) were not yet incorporated and would appear in a revised budget later this year. Trustees moved and seconded the preliminary budget; the board approved it by voice vote.

Resolution establishing candidate filing dates: The board adopted a resolution establishing the filing window for school board candidates for the Nov. 4, 2025, general election. The filing period was recorded as opening July 29, 2025 at 8 a.m. and closing Aug. 12, 2025 at 5 p.m.; affidavits must be filed at the Ramsey County Elections Office. The resolution specifies the filing fee ($2) or, in lieu of the fee, a petition with at least 500 valid signatures from eligible voters.

Votes and formal outcomes: Several motions were passed by either voice vote or roll call as recorded in the meeting. The capital levy resolution (separately reported) passed on roll call; other items described above carried by voice votes with "motion carries" or roll‑call ayes recorded where specified.

Board members thanked retiring staff, praised community donors and directed staff to proceed with next steps on budget revisions and statutory filings.
