Ryan Byford, airport director for Collegedale City, told the commission the hangar development was funded in part through a Tennessee Department of Transportation jobs-creation grant and that the ground lease for the developer is for 40 years. Byford described the planned operator as an “aircraft management company,” explaining the business will provide services such as readying and fueling an aircraft for a client’s departure. He also said a maintenance facility is planned to be attached to the development.
Byford said an attorney (referred to as “Mr. Elliott” in the meeting) identified a statute requiring any contract longer than five years to go before the city commission for approval, and the planning commission’s action follows that protocol. Byford said the ground lease “is already signed” and that the planning commission typically would review and send a recommendation to the city commission; he noted the item reached the city commission earlier than usual because of a materials deadline for the building.
Commissioners asked procedural questions and confirmed the commission’s role in recommending approval; no public opposition or substantive public comments were recorded during the commission discussion. Commissioner Johnson moved to approve; the motion passed on a roll-call vote with all commissioners voting yes.
Next steps: Byford said the city commission will handle final approval as required by the statute for contracts over five years.
