The planned 9.32‑acre plat is a portion of a larger parent parcel; county staff said the developer will record an equivalent land area restriction (20.68 acres) on the residual property as part of the plat requirements. Each lot has two approved septic sites shown on the plat; staff and soil‑and‑water reviewers noted soils in the area have high groundwater sensitivity and advised precautions to avoid contaminating groundwater if future stormwater or development changes occur. The parcel lies inside St. Cloud’s drinking‑water supply management area (priority area A); the city received notice and did not comment.
The county surveyor and Stearns Electric provided review comments; the county’s highway department required a single shared private driveway for the three lots and identified turnaround expectations for emergency access. Planning staff and the committee recommended 11 conditions for approval, including a declaration of restriction to protect identified sewage treatment sites, a subdivision agreement specifying construction‑site best management practices, staking/roping of septic areas before ground disturbance, the 14‑by‑968‑foot shared driveway dimension to keep new impervious under one acre unless an engineered stormwater plan is required, a $1,000 per‑lot parkland dedication (total $3,000), and dedication of 12‑foot drainage and utility easements along certain lot lines as requested by Stearns Electric.
A nearby resident asked clarifying questions at the public hearing; staff and the applicant confirmed the plat allows only single‑family homes under R‑10 zoning and that no multifamily development is proposed. The planning commission moved, seconded and approved the plat with the staff‑recommended conditions; staff said the final plat and required materials must be completed before the county board hearing process continues.
