County administrator recommends removing security glazing at second‑floor counter; board grants consensus

County Administrator reported that demolition and excavation work on the new jail garage and dispatch area is set to begin and that plan review requirements were more onerous than in the past. "The staff on the Second Floor...said, leave that out," the administrator reported, summarizing conversations with property records staff, the construction manager and the architect. The administrator recommended removing the glazing, which would save money and, staff said, allow easier customer service.
To address document and cash security concerns, the administrator proposed adding locking mechanisms to the top drawers of the front counters so staff could secure money bags and permit documents whether or not glazing is installed.
Commissioners discussed the tradeoffs. One commissioner noted an unruly customer could cross a countertop, but staff replied that the counters are deep and high and that the building already has screening at the front door and active security measures such as panic buttons. The board indicated consensus to approve the change: to omit the security glazing for now and add lockable top drawers; the administrator said the glazing could be installed later if circumstances change.
No formal roll‑call vote was recorded; the administrator said he would not sign the change order until after discussing it with the board and confirmed there were no objections, after which staff proceeded with the specification changes.
