Resident urges better grading as county approves MnDOT LRIP grant for roundabout

A resident told the Hubbard County Board the township roads are being graded poorly, causing washouts and standing water. The board approved an LRIP grant agreement with MnDOT for the Casa 7 and 40 roundabout and heard several highway project updates.
A Hubbard County resident, Keith Willis, told the county board on the public‑input portion of its meeting that township roads near his property are being graded improperly and that berms and low crowns are causing standing water and potholes.
"When they grade the roads, they don't grade them properly because they leave an edge and in low spots, the water builds up towards the center of the road," Willis said. He pointed to County Road 30 and Casline Road as the most affected and said a section of Casline Road near 38459 washed out after heavy rain, creating a roughly 18‑inch deep area.
The board and staff discussed who is responsible for grading the township roads; staff said some work is contracted and that they would investigate who is handling the grading for the sections Willis named. Commissioner discussion noted the county plows and grades some stretches and that contractors are also used.
Separately, Highway Survey staff asked the board to approve a Local Road Improvement Program (LRIP) grant agreement with the Minnesota Department of Transportation for the Casa 7 and 40 roundabout. The board approved a resolution authorizing the LRIP agreement. Highway staff said the LRIP award is "just over 1,300,000.0" (as stated in the meeting packet) for the roundabout project and that construction notices had been posted.
Highway staff also gave an update on several projects: aggregate surfacing work was nearing completion in Fern and Rockwood townships; a calcium‑chloride program was about half finished and could wrap in two to three weeks of good weather; Cassaw 45 bridge work was rescheduled to begin June 26 with a detour expected through August; Casa 1 had a preconstruction meeting with R.L. Larson and work is expected this summer in two phases, with an estimated completion around Oct. 15; and the Casa 7 roundabout work was expected to start immediately with an estimated completion in August.
The county agreed to investigate the grading and whether County Road 30 is scheduled for an eventual paving upgrade. Highway staff asked townships interested in the county chloride program to contact them so staff could check contractor availability.
Votes at the meeting on road items were recorded by voice and carried unanimously. No dissenting votes were recorded on the LRIP resolution or the construction updates that required board approval.
The board said it would follow up with staff about who is assigned to grade the roads Willis described and will report back to the public.
