Council increases Douglasy Park budget to $350,000 to expand Phase 1 to include paving, sidewalk and two pickleball courts

Mendon City Council voted to raise the Douglasy Park Phase 1 budget to $350,000 from the previously budgeted $260,000 so the city can complete paving, curb-and-gutter, sidewalk work and add two fenced pickleball courts with sound reduction measures.
City staff said the project team had identified additional funding from youth-council fundraising, in-lieu fees from a nearby development and a parks grant (Community Parks and Recreation or similar). The city's treasurer and project manager told the council staff could increase the FY allocation now if council approved, and adjust the fiscal-year budget in January.
City planner/engineer staff presented a site layout showing a paved parking lot, perimeter gutter, ADA access and two courts; designers reduced parking stalls from 63 to 57 to accommodate the changes. Staff said the park design would include a retention area on the east side and a garbage pad on the east edge; they proposed sound-attenuating fencing on the west and north perimeters.
Council members asked staff to coordinate with the youth council and finalize court layout and grading; staff recommended terracing the courts to handle the slope change across the lot. Council Member Amy (first name only in the transcript) suggested involving the youth council in the final design because the courts are a youth-led project.
After discussion, Council approved a motion to increase the Douglasy Park allocation to up to $350,000 and directed staff to proceed with design and procurement. The council also directed staff to coordinate scheduling to avoid conflict with other paving projects to save costs and to consider pairing paving with other nearby projects when contractors are on site.
Council asked staff to present refined layout options and cost estimates before procurement and to include youth-council representatives in final planning.
The vote was unanimous on a voice vote; staff will amend the city budget in January to reflect the higher allocation and proceed with Phase 1 design and bidding.
