Council advances comprehensive-plan housekeeping amendment tied to five-year capital plan

Jennifer Cotto Salisbury of the Central Florida Regional Planning Council described the amendment as “kind of housekeeping in the comprehensive plan,” saying updates show infrastructure projects and level-of-service commitments and help when the city applies for grants. "The amendments here are consistent with the city's adopted budget," Salisbury said.
Councilor motioned and seconded approval on first reading and scheduled a second and final reading for July 1, 2025. There was no public comment on the item during the hearing.
Why it matters: The capital improvements element governs how the city schedules public infrastructure projects to meet the comprehensive plan’s level-of-service standards. Updating the plan helps the city document priorities for street, utility and facility projects and supports grant applications that require a current capital-improvements program.
What’s next: The ordinance returns for a second and final reading on July 1, 2025; staff will file the amendment with state reviewers as required.
