Both motions passed unanimously.
What the commission directed: - Regulation of commercial operations: Commissioners asked staff to draft enforceable rules governing commercial watercraft rental operations (jet-ski and similar motorized rentals) citywide, with a near-term emphasis on public launch sites such as the Tenth Street/ Centennial Park boat ramp and Ken Thompson Park. Staff said the draft will examine licensing, insurance, safety-briefing requirements, and signage so that operators conducting commercial activity are identifiable and subject to consistent standards. - Mooring and operating distances: The commission also instructed staff to develop regulatory language limiting mooring and operating vessels within a defined distance of public beaches and parks. Commissioners discussed a 300‑foot standard raised by county commissioners for South Lido and Ted Sperling Park but directed staff to produce language citywide that can be harmonized with county ordinances.
Why it matters: Testimony and video presented to the commission showed large numbers of powered vessels and jet skis landing near swimmers at South Lido and at coastal launch sites, and residents and public-safety staff said activity can be chaotic on summer weekends. Public comment: Residents and neighborhood organizations said the risk to swimmers, nesting birds and turtle habitat has increased and urged both a ban on beaching of motorized watercraft at Lido and stronger controls on commercial rental fleets. Some commenters asked for immediate county action for Ted Sperling Park; county commissioner Mark Smith had sent a letter proposing a county ordinance to prohibit anchoring and mooring within defined distances of that park and county staff have been engaged in parallel conversations.
Next steps: City staff will draft ordinance language for commission review and will coordinate with county counterparts and marine enforcement to design language that can be enforced.
