The Danvers Zoning Board of Appeals on July 28 voted to allow the tear‑down and replacement of a nonconforming two‑story house at 30 Neil Road, where the new roof eave will reduce the side setback to 12.8 feet (20 feet is required).
Architect Danielle Abello, representing M & G Neil Road Realty Trust (Laurel and Michael Galasso), told the board the proposal retains the existing foundation and adds a new hipped roof with a larger eave; the foundation remains as existing and the structural footprint is not moving closer to the neighbor except for roof overhang changes.
Staff noted the town engineering memo recommended a stormwater permit; Abello said her civil engineer had spoken with the town engineer and that, because the foundation work is under 50% a stormwater permit might not be required. The applicant said a demolition permit is already in hand and anticipated a roughly 10‑month construction timeline.
After board members reviewed the proposal and heard public comments in favor from a neighboring property owner, the board found the proposed work would not be substantially more detrimental to the neighborhood and approved the finding. The board reminded the applicant to coordinate outstanding engineering and stormwater questions with town staff during permitting.
