Council discusses summer meeting schedule, confirms July 7 cancellation and directs strategic planning sessions

Council member Noble proposed suspending one summer meeting cycle to give staff and council a short break during the hot months and to reduce meeting load. City Manager McHugh reviewed the calendar and noted timing constraints tied to the city’s budget process: the FY2026 budget review and millage-setting activity are scheduled in July, and budget hearings are scheduled for September 3 and September 17 to avoid conflicts with the school board and county hearings.
McHugh said the July 21 meeting is the scheduled budget review and millage-setting session; August 4 currently has agenda items and August 18 was being held as a placeholder for possible follow-up. After discussion the council agreed to leave the schedule largely intact but to give the city manager discretion to cancel meetings when appropriate. The city manager later confirmed the council was OK canceling the July 7 meeting.
Separately, Mayor Shaw opened discussion on strategic planning in response to growth pressures. He asked the city manager to schedule strategic planning sessions so council and staff can address comprehensive-plan updates, redevelopment and potential annexation, density and height limits (current three-story/approx. 30-foot limit was referenced), and funding mechanisms to pay for future needs. Councilmembers expressed unanimous support for convening strategic sessions and for considering bringing in an outside facilitator to assist with planning.
No final policy changes were adopted at the meeting; council directed staff to schedule strategic-planning meetings and to follow existing budget timelines while exercising discretion on summer meeting cancellations.
