Cleburne City Council approved a slate of routine and substantive items Wednesday, voting to accept the consent agenda and adopting separate measures on zoning, plats, utility contracts, landfill and dumpster rate adjustments, and boards and committee appointments.
The council unanimously approved the consent agenda, which included minutes from the July 8 regular meeting; a contract authorization with Bates Asphalt and Repair for crack sealing and minor repairs at the Cleburne Regional Airport (not to exceed $75,000); acceptance of preliminary plat approvals and a cybersecurity compliance resolution; and a resolution suspending an electric utility rate change to permit city review.
Among separately considered items, the council: - Approved a specific-use permit to place a manufactured home at 1413 Smoothstone Drive (vote 4-1). - Approved the preliminary plat for Lot 1, Block 1 of Crowell Concrete Addition (approximately 15.62 acres at 1905 South Main Street) and granted a waiver of the sanitary sewer extension requirement (vote 5-0). - Adopted an amendment to the zoning code to require a specific-use permit and an arterial/collector access requirement for mobile home and trailer-park developments in agricultural districts (unanimous). - Approved a 0.6% CPI-based adjustment and a landfill operating-cost adjustment for Waste Connections’ commercial dumpster customers and for city-assessed landfill costs (landfill fee to $43.59/ton), effective Oct. 1 (unanimous). - Authorized a contract award to Wallace Controls & Electric, Inc., for SCADA migration at the water treatment plant (staff-recommended best-value award; contract amount $89,236) and set a total project budget of about $90,490.92 (unanimous). - Confirmed a slate of appointees and reappointments to boards and commissions and reaffirmed council members’ committee assignments (unanimous).
Several motions were made from the dais and recorded verbally when the council moved to vote. Where an individual vote was not recorded by name in the audio, the council announced tallies from the bench. The meeting record shows standard staff presentations preceded each item, Planning & Zoning recommendations where applicable, and brief council discussion or questions before each vote.
The council recessed later for executive session on legal and personnel matters and returned to take public action authorizing the mayor to negotiate and execute an employment agreement with the city manager (motion approved unanimously).
