Cedar Hill council approves Walmart drone-delivery conditional-use permit for Uptown site

The Cedar Hill City Council on July 22 approved a conditional-use permit (CUP7132025) and site plan allowing drone delivery of retail goods by Walmart and its drone partner Wing from a store near 621 Uptown Boulevard in the Uptown overlay.
The council opened a public hearing on the application from Walmart Stores Texas LLC and heard a presentation from Ryan Trimble, who identified himself as representing Walmart, and from Josh Bucci of Wing. No members of the public came forward during the hearing, and council moved directly to a vote. Council member Sims announced he would abstain from the vote because his son is an executive with Walmart. The motion to approve (motion text recorded on the agenda) was seconded by Council member Hayden and carried; the clerk announced the permit was approved.
The Walmart presentation described the service as a growing part of the company's ecommerce offering in the Dallas–Fort Worth area. Ryan Trimble said store ecommerce numbers had increased about 6% year over year and that Walmart has seen increased use among seniors. Josh Bucci of Wing said community feedback in Cedar Hill has been “positive” and described the item as a continuation of existing operations rather than a change to the proposed layout or operation.
Council members asked operational questions. When asked whether customers must be home, Bucci and Trimble said a customer does not need to be present to receive a delivery; the app identifies the delivery location and users can arrange for drop-off in a backyard or at a porch similar to other parcel deliveries. Trimble said Walmart does not share detailed sales figures for the service but described anecdotal and internal indicators as supportive of continuing the program in Cedar Hill.
The application as presented names Juan Moreira with Kimley-Horn as the applicant contact and Walmart Stores Texas LLC as property owner. Lauren Neuffer of Kimley-Horn and Roberto (identified in the presentation as the store’s digital lead) were present to answer questions.
Action recorded on the council docket reads: consideration and approval of CUP7132025, a conditional-use permit and site plan for drone delivery of retail goods from Walmart at a property zoned LR (Local Retail) within the Uptown overlay. The motion to approve was seconded by Council member Hayden; Council member Sims stated an abstention due to a familial conflict of interest.
