Collin County projects update: Medical Mental Health Phase 2, parking garage and utility plant advance; some schedules slid

Katuria said concrete and steel work on the Medical Mental Health Phase 2 building is near completion, masonry and interior work are underway, and the contractor has maintained schedule and quality. He reported four weather days and five change orders for that project in the quarter, totaling about $401,000.
The healthcare/medical examiner parking garage was about 40% complete at the end of the quarter; Katuria said there were six weather days and four change orders this quarter (about $463,000), with total change orders on the parking garage now about $1,065,000 — roughly 1.72% of the contract amount.
The modular central utility plant is roughly 69% complete, Katuria said, with the modular unit scheduled to be shipped to site in August and substantial completion anticipated in October. He noted ongoing design work and CMAR (construction manager at risk) solicitations for the courthouse expansion and the animal shelter/adoption facility; anticipated construction starts for those projects remain in early 2026. A juvenile probation renovation in Plano began construction during the quarter and the kitchen relocation for the adult detention facility is in design visioning with construction expected in late 2026.
Katuria told commissioners some dates have “slid a little bit” because solicitation and CMAR processes took longer than anticipated. He said staff are coordinating with architects and contractors to keep projects on track and that the presentations he provided reflected the most current status.
