TIMA approves $33.2 million ferry terminal construction contract and $500,000 on‑call communications contracts

The Treasure Island Mobility Management Agency Board on July 22, 2025 awarded a construction contract for ferry terminal enhancements to Thompson Builders Corporation and approved a separate set of on‑call communications contracts, both final approvals recommended previously by the TIMA committee.

The board voted to award the ferry terminal construction contract to Thompson Builders Corporation for work on the Treasure Island Ferry Terminal Enhancements project. The clerk read the agenda language authorizing a construction contract not to exceed $33,047,000 and an additional construction allotment of $152,350; arithmetic in the agenda totals was inconsistent, and staff confirmed the correct combined construction authorization is $33,199,350. Board members took the item for final approval without a separate motion following the committee recommendation, and the chair declared the contract awarded.

The agenda describes the terminal enhancements work as the project’s first construction package and notes it will include new public restrooms at the ferry terminal. Staff and the chair said the improvements are intended to serve ferry passengers, island residents and park users.

Separately, the board gave final approval to award contracts to five shortlisted consultant teams for on‑call strategic communications, media and community relations services. The contracts cover an initial three‑year term with two optional one‑year extensions and together are authorized for an amount not to exceed $500,000.

The board also approved the minutes of its June 24, 2025 meeting. The minutes were moved by Commissioner Cheryl and seconded by Commissioner Walton; a roll call recorded eight ayes and the minutes were approved. The clerk reported the roll call as: Chen (aye), Dorsey (aye), Engadio (aye), Fielder (aye), Melgar (aye), Sauter (aye), Cheryl (aye) and Walton (aye).

All three action items (minutes; ferry terminal construction contract; on‑call communications contracts) were taken without public comment during the meeting. The chair noted both contract items had been recommended by the Timah/TIMA committee, so staff did not present additional materials during the board session.

The board adjourned and noted the Transportation Authority Board meeting would convene shortly after the TIMA meeting.
