Council to consider development agreement for Carriage Trails 2; developer to keep single MOA across phases

The staff presenter described the resolution as one that "authorizes the execution of a development agreement between the city and Carriage Trails Co LLC for the Carriage Trails 2 development." The agreement is, staff said, "substantially similar" to the earlier development agreement for the first Carriage Trails phase and lays out expectations for both parties as the roughly 300-acre development proceeds over the next decade.
Councilmembers asked whether the memorandum of agreement (MOA) for Carriage Trails 1 could be released so homeowners could convert to a homeowners association. Staff said the developer had structured the MOA to roll Carriage Trails 2 into the original MOA, so the expectation is one continuing MOA covering build-out of both phases. Staff said that structure was the developer's decision.
The staff member confirmed the item will appear on the Monday council meeting agenda for action. No vote was taken at the work session.
