Residents raise multiple constituent service complaints: food distribution, Section 8 vouchers, senior housing and HPD case follow‑ups
Summary
Several residents used public comment to raise problems with city service delivery, including food distributions in Coverdale, missing Section 8 voucher records, alleged inaction on HPD complaints, and living‑condition issues at subsidized senior housing.

Multiple speakers on Tuesday asked the council to intervene in specific constituent service matters related to food distribution, housing authority procedures and unaddressed police complaints.
Dr. Victor Hebert said a July 12 food distribution in Coverdale—advertised with images of fresh blueberries—resulted in packaged snack items and shelf‑stable food at the end of the event. He asked the council to consider the nutritional needs of that community and to coordinate better with event sponsors.
Several speakers, including Veil/Page (recorded as "Page" in the transcript) and Gladys House Ale, described difficulties with Section 8 voucher processing and housing authority casework: missing records, closed cases, long waits for outreach and confusion about voucher transfers when applicants move between jurisdictions. The speakers asked Housing Authority staff to follow up directly; council staff arranged at least one in‑person follow‑up at the Beacon outreach site to reestablish contact.
Richard Adams, a disabled veteran, raised living‑condition complaints about a subsidized complex (Scott Street/Scotch Street referenced in testimony) and said the complex’s fire‑department access lever was inoperable during an ambulance response; he said he had reported the issue to housing compliance staff and asked the city to be proactive on compliance.
Public safety and internal‑affairs concerns also surfaced: Gladys House Ale said she had filed a complaint with HPD months earlier and had not received a substantive response; the mayor’s office said it would refer her request to HPD leadership for follow‑up.
Council staff committed to follow up with the housing authority, HPD and community groups in several cases; no formal city action or funding decision was made during the meeting.
