Council to consider 2026 sidewalk program resolution of necessity; letters to affected property owners planned

City staff presented a resolution of necessity for a 2026 sidewalk program at the July 22 Huber Heights City Council work session and asked that the item be placed on the council's next regular meeting agenda for action.
"This is a yearly legislation it's a resolution of necessity for the 2026 sidewalk program," staff said. The packet supplied to council included a list of streets and a map showing the focus area, which staff described as just east of Brandt Pike and just south of Taylorsville. The resolution would allow the city to send letters to property owners whose sidewalks or driveway approaches are marked for replacement.
Staff said the letters explain what property owners need to do to comply and that property owners have five months (to the end of the calendar year) to complete concrete work if they choose to perform it themselves or hire a contractor. Staff later clarified that, because winter months limit construction, the city typically requires a permit by year-end and allows work to be completed by March, effectively giving some property owners about eight months to finish.
The staff member asked the council to place the resolution on the next council meeting so letters can be mailed right away and property owners would receive the full compliance window. Council did not vote on the resolution at the work session; staff said the item will appear on the Monday meeting agenda for consideration.
