The Milford City Council took the following formal actions on July 15.
Authorize mayor to sign work release for zoning code update: The council authorized Mayor Davis to sign Work Release 2025-1 engaging Sunrise Engineering to perform a full zoning-code update. Staff said the engagement will be time-and-materials and a private company has offered $30,000 to fund the project. Motion carried by voice vote; council did not record a roll-call tally in the public remarks.
Approve library low bids and issue purchase orders: The council approved awarding low bids for the Milford Public Library remodel (interior painting, exterior handrails/lettering, flooring, concrete, lighting) and directed staff to issue purchase orders after verifying contractor licensing and references. Motion by Councilmember Scott, second by Councilmember Ian; motion carried by voice vote.
Spot award: The council approved a $200 spot award in a gift card to Mikaela Beeler for covering airport operations during another employee's absence and for additional work staff described as deep cleaning and oversight. Motion was made and seconded on the record; motion carried by voice vote.
Ordinance 03-2025 (development standards): The council adopted Ordinance 03-2025, "development standards." The chair conducted a roll-call vote in which members present voted yes; the public record lists yes votes from Russell, Ian, Les, Terry and Scott and the motion passed unanimously.
Ordinance 04-2025 (vacating an alley) tabled: The council voted to table Ordinance 04-2025 (vacating the alley) until a future meeting (August or September). A roll-call was recorded and the motion to table passed unanimously.
Staff and council members said staff will proceed with contract paperwork, purchase orders and coordination tasks in the coming weeks. No recorded no/abstain votes were read into the public remarks for these motions.
