Boulder licensing authority removes seven agenda items for new public notice, approves Roots Music Project boundary and hears public comment on reinstating RAR

The City of Boulder Beverage Licensing Authority on July 16 voted to remove agenda items 5 through 11 from its July 16 meeting after city licensing staff said those items were not properly publicly noticed. The board then scheduled a special hearing to consider those items at 3 p.m. on July 30, 2025.

Licensing staff told attendees — many of them licensees for the affected items — that the items must be reposted for at least 10 days and that city licensing would follow up with details and posting materials by email. The board’s motion to remove the items and the subsequent scheduling vote were both adopted by voice vote.

During the meeting licensing staff also presented a permanent modification request for an entertainment-facility liquor license for Roots Music Project Foundation Inc., dba Roots Music Project, at 4747 Pearl Street, Suite V3ANC. The board adopted the applicant’s previously suggested neighborhood boundary from its 2022 application: Iris Avenue to the north; Arapahoe Avenue to the south; Airport Road Extended to the east; and 28th Street to the west.

In general public comment, a person identified as AJ, who said he had worked with Boulder Police Department on outreach, urged the authority to reinstate a local industry–police information-sharing program referenced in the meeting as RHE/RAR (responsible-alcohol-retailer style outreach). AJ said, “We have, I think the first home game for CU Boulder is going to be August 29. We don't have a lot of time to kind of prepare for that.” He said a locally focused information and training partnership would help licensees and the police communicate before high-attendance events.

Board members responded that they supported community alignment and encouraged AJ to bring a specific written request. One board member suggested contacting former member Absalon, whom the board identified in the meeting as an original founder of the earlier outreach effort, to learn how to restart the program.

Licensing staff also reported no transfers this month and noted the renewals and special-event lists had been distributed in the board packet. The licensing clerk reminded the public that written comments for the Beverage Licensing Authority can be submitted to licensingonline@bouldercolorado.gov for inclusion in meeting packets.

The authority adjourned after moving the seven items to the special July 30 hearing and completing the remaining clerical items on the agenda.
