Camden County commissioners introduce dozens of resolutions, hold open-space bond hearing with no speakers and enter closed session on personnel

At a meeting of the Camden County Board of Commissioners, officials presented and summarized more than 70 resolutions covering county financing, capital projects, contracts and personnel actions. Commissioners held a public hearing on open-space financing and an amended bond ordinance, received no public comments, closed the hearing and later adopted a resolution to enter closed session to discuss personnel. Commissioner Nash asked that one appointment item to the New Jersey Pinelands Commission (item 33) be pulled for later consideration.

The public hearing covered two county resolutions and a bond-ordinance amendment tied to open-space financing. The board announced its consent to the Camden County Improvement Authority issuing county-guaranteed open-space trust fund revenue bonds and/or bond anticipation notes in an aggregate amount not to exceed $27,000,000 to finance park and open-space improvements. No members of the public spoke during the hearing; the board moved to close the hearing by voice vote.

Commissioners read a long docket of agenda items and grant insertions, including multiple Chapter 159 fund insertions from the New Jersey Department of Transportation for roadway and flood-mitigation projects and other state and local grants. Commissioner Dyer read items that included, among others, a $500,000 insertion for the Newton Avenue flood mitigation project, $3,000,000 for a roadway and street improvement project, $5,500,000 for emergency roadway improvements and $1,500,000 for the 2024 local freight impact fund program. The agenda also named a $499,075 contribution from Cherry Hill for traffic-signal work on Crescent Road and an amendment to a public-works engineering contract with IH Engineers for $30,423.62.

The county also presented multiple procurement and contract awards across departments: a five-year janitorial-services award to Pritchard Industries LLC (listed as $2,484,065.63, with initial funding of $150,000 and the balance contingent on future budgets), an HVAC maintenance contract to Northeast Mechanical Services Inc. (listed as $1,396,425), and a facilities-management contract to Meridian Property Services, Inc. (listed as $3,264,280). Technology and corrections-related items listed included a jail-management software renewal to SHI International Corp. (listed as $86,461.14) and a Microsoft Office 365 license renewal to Dell Marketing LP (listed as $206,985.78). Several other contracts and bid actions for parks, road structures, pedestrian safety devices and equipment purchases were also listed on the agenda.

The board's public-safety and emergency-management items included multiple proposed grant applications to federal and state programs (FEMA, DHS, New Jersey State Police) for hazardous-materials preparedness, homeland security and port security funding; one port-security grant application was listed in the agenda as $1,121,540.

The agenda also included housing and human-services actions: Chapter 159 insertions for the Emergency Solutions Grant and HOME Investment Partnerships Program, a bond substitution of $3,100,000 to fund a planned multi-agency center for the homeless, and a construction contract award to Newport Construction Management Corp. for the multi-agency center (listed as $7,604,320, with $5,276,500 marked as available and the balance contingent on passage of the bond substitution resolution).

Procedurally, the board voted to close the public hearing by voice vote and later adopted a resolution under the Open Public Meetings Act to exclude the public and enter closed session for personnel matters. After closed session concluded, Commissioner Nash asked that agenda item 33, the reappointment and authorization of appointments to the New Jersey Pinelands Commission, be pulled from the consent agenda for separate handling. The meeting ended following a motion to adjourn.
