Camden County commissioners approve resolutions 1–90 by block vote; resolution 91 fails for lack of motion

The Camden County Board of Commissioners voted to adopt resolutions 1 through 90 by block during its meeting, with several commissioners recording abstentions on specific items. Resolution 91 did not receive a motion and was not passed.

The board gathered to vote on a slate of county resolutions after reviewing them at a caucus earlier in the week. Director Capelli opened the roll call for the block vote; Commissioners Dyer, Cooley Fleisher, Nash, Betteridge, Young, Deputy Director McDonald and Director Capelli recorded their votes and specified abstentions for particular resolution numbers.

Commissioners identified specific abstentions during the roll call. Commissioner Cooley Fleisher stated she was “abstaining from number 4 and 37.” Commissioner Nash said she would “abstain on number 37 and 73.” Commissioner Young announced abstentions on a list of items including 5, 7, 8, 11, 12, 13, 14, 15 and 51. Director Capelli said he would “abstain from number 12 and number 37.” Commissioners Dyer and Betteridge indicated “yes to all.” Deputy Director McDonald indicated “yes to all.” The board then proceeded to record the results for the block of resolutions.

Separately, the board introduced two county resolutions related to the Camden County Improvement Authority and the county’s Open Space Recreation, Farmland and Historic Preservation Trust Fund. One resolution would amend and restate a county guarantee on certain bonds and notes issued by the Camden County Improvement Authority to finance acquisition of parcels and related purposes tied to the county trust fund. A second resolution gave the county’s consent to financing park improvements and authorized issuance of tax-exempt county-guaranteed open space trust fund revenue bonds or bond anticipation notes in an aggregate principal amount not to exceed $27,000,000, and referenced NJSA 40:37-8.s56 in connection with related matters. A public hearing on both bond-related resolutions and on a related bond ordinance was scheduled for July 17, 2025, at the Camden County Courthouse, Sixth Floor, Meeting Room 12 at 12:00 p.m.

At the meeting the board also moved to introduce a bond ordinance that further amends a previously adopted bond ordinance (initially adopted Aug. 19, 2021 and amended July 21, 2022 and Sept. 21, 2023) to provide for changes in the improvements authorized. A public hearing on that bond ordinance was likewise set for July 17, 2025 at noon.

Director Capelli announced that, because no motion was made on resolution 91 when called, “that resolution does not pass at this time.”
