County committee hears nuclear-energy presentation; presenters outline timelines, costs, fuel constraints and economic considerations for repowering Dunkirk

Chautauqua County's Planning & Economic Development Committee received an informational presentation July 16 on nuclear energy and options for repowering retired fossil-fuel sites, including the Dunkirk plant site.

Presenters included two energy experts who described large light-water reactors in the current U.S. fleet, a range of advanced and small modular reactor technologies coming into demonstration over the next decade, and economic and infrastructure considerations for communities evaluating repowering. The presenters repeatedly framed the session as informational: the city of Dunkirk and state agencies would make any siting or repowering decisions.

The presenters said large, gigawatt-scale reactors currently cost roughly $13 billion per unit (capital cost estimates shared as example, excluding financing assumptions), but they argued that building multiple units can reduce per-unit cost through supply-chain learning. Advanced reactors and small modular designs, they said, are expected to reach demonstration and early commercial deployment primarily in the late 2020s and early 2030s; some advanced-reactor fuels, notably HALEU (high-assay low-enriched uranium) and TRISO-type fuel, are not expected to be widely available…
