County committee hears nuclear-energy presentation; presenters outline timelines, costs, fuel constraints and economic considerations for repowering Dunkirk

Chautauqua County's Planning & Economic Development Committee received an informational presentation July 16 on nuclear energy and options for repowering retired fossil-fuel sites, including the Dunkirk plant site.
Presenters included two energy experts who described large light-water reactors in the current U.S. fleet, a range of advanced and small modular reactor technologies coming into demonstration over the next decade, and economic and infrastructure considerations for communities evaluating repowering. The presenters repeatedly framed the session as informational: the city of Dunkirk and state agencies would make any siting or repowering decisions.
The presenters said large, gigawatt-scale reactors currently cost roughly $13 billion per unit (capital cost estimates shared as example, excluding financing assumptions), but they argued that building multiple units can reduce per-unit cost through supply-chain learning. Advanced reactors and small modular designs, they said, are expected to reach demonstration and early commercial deployment primarily in the late 2020s and early 2030s; some advanced-reactor fuels, notably HALEU (high-assay low-enriched uranium) and TRISO-type fuel, are not expected to be widely available until the early 2030s without additional industrial investment.
Andrew (presenter introduced by staff) and Dr. Whitaker, identified in the meeting as a University at Buffalo professor, emphasized safety and regulatory lessons from past accidents (Chernobyl, Three Mile Island, Fukushima) and explained how newer reactor designs and dry-cask storage work. Kaitley Cunningham, a PhD student at the University of Florida who described herself as "Miss Nuclear Energy" on social media, gave a short myth-busting segment focused on public misperceptions about fuel pellets, control rods, and waste storage.
The presenters said repowering a coal plant site is physically possible in many cases. Using the Dunkirk plant footprint as an example, they said the site occupies roughly 65 to 70 acres and that some small modular reactor designs offer comparable output in a similar footprint (the presenters cited a dual-unit SMR generating about 640 megawatts as one example). Presenters and committee members cautioned that fuel availability, transmission capacity and interconnection timelines, workforce needs, permitting, local and state approvals, and financing structures are central constraints that would determine whether a repowering project is feasible and how long it would take.
Dennis, introduced by staff as an energy expert who works with industry and has participated in local reuse planning, said the county should begin planning now if it wants to be in the pipeline for state solicitations (NYSERDA/NYPA RFIs or RFPs expected; presenters said one may be issued soon). He urged the county and city to engage early because site-selection and interconnection timelines can span several years: "If I tell you, sir, oh, you're interested in coming to New York? I'll give you an answer in three years," he said, describing the lead times that potential high-demand customers face when seeking firm capacity.
Dennis also said that attracting high-demand users such as data centers or advanced manufacturers can contribute to fixed-cost recovery for the grid and lower unit costs for other ratepayers by increasing contributions to infrastructure costs. He urged the local government to consider workforce-development commitments and potential power-purchase agreements to attract anchor customers while discussions about long-term generation options proceed.
Presenters emphasized that safety engineering, spent-fuel management and disposal options exist, and that national efforts are underway to develop long-term geological storage solutions. They also cautioned that some costs and supply-chain items currently rely on foreign manufacturing capacity and that standing up a domestic supply chain would take time and investment.
Committee members asked how repowering would affect economic development recruitment. Dennis replied that a committed repowering plan and long-term power or capacity commitments would strengthen the county's competitiveness for high-demand industrial users, but he reiterated that projects in the near term would likely need to use currently available technologies and fuels, while some advanced fuels and reactor types are still maturing.
No formal action was taken on repowering at the meeting; the presentation was informational. Presenters offered to share their slide deck and contact information for follow-up.
The public comment period earlier in the meeting included a resident who questioned whether the county should support AI data centers and large data-gathering facilities because of their projected increases in electricity consumption and the currently limited oversight of AI at the federal level, remarks that committee members noted but did not tie to any immediate committee action.
