Regent Nominating Council presses recruitment as several regents’ terms near end; two complete candidate packets on file

At a July 17, 2025 meeting, the University of Guam Regent Nominating Council reviewed ongoing recruitment to fill upcoming Board of Regents vacancies and discussed candidate status, desired qualifications and timing for confirmation.
Council staff reported that Regent Leslie Leon Guerrero’s term will end July 23 and that the council has two fully completed candidate packets on file: Lee Weber and Robert Kelly (the transcript also records the name as “Robert Kennedy” in one place). Staff said Christine Valletto (name in transcript appears variably) expressed interest in a full six-year term but had not yet submitted a completed application; parts of her packet, including a recommendation letter, were on file. Council staff listed several other outreach attempts: attorney Cynthia Ekovy and Meredith Stayer had previously declined; attorney Julian Uggen is ineligible because he resides in Hawaii; Tito Castro and Donald Clark were contacted but unavailable or declined; Nathan Camacho was reported interested; other former regents may be contacted for possible service.
Members discussed the council’s current needs. The council noted a preference for candidates with legal background for at least one vacancy. Council members also said the Board of Regents will have upcoming campus construction and facilities needs and that it would be helpful to identify nominees with engineering, architecture or construction-management experience to support facilities and master-plan oversight.
Staff advised that the council may need a special meeting to vote and forward a candidate packet to the governor in time for the Board of Regents’ November meeting; the council said it would likely miss the September board meeting if a packet is not sent soon. Council staff reminded members that the confirmation process typically takes about two to four months.
Separately, the council discussed membership on the Regent Nominating Council itself: only the faculty senate chair may serve as the faculty-senate representative, and recent elections will require a change in the council’s faculty representative; other member-appointment changes and term-end dates were reviewed. The council proposed Thursday, Oct. 28 at 10 a.m. as a tentative date for the next meeting and reiterated that public-notice deadlines affect exact scheduling; staff said notices can now be posted via Guam Hall and an online channel (KVN) which shortens lead time for posting.
No formal votes on nominations were taken at the meeting; staff will follow up with potential candidates and return to the council for final packet decisions.
