Governor selected Marcus Fong; appointment letter corrected before confirmation hearing, council says

At its July 17, 2025 meeting, the University of Guam Regent Nominating Council reported that Governor’s staff selected Marcus Fong as the council’s top choice for the Board of Regents and that the governor must submit corrected appointment paperwork before the legislature can schedule confirmation hearings.
The council said it sent its packet of three nominees to the governor on May 9 and that Marcus Fong was the top choice when the council voted. The original appointment letter routed to the Guam Legislature listed a full six-year term; council staff flagged a discrepancy because Fong was intended to fill the remainder of the term of former regent Roland Sertiza, which the council said ends in October.
Council staff said they worked with the governor’s legal counsel, the governor’s special assistant for boards and commissions, and the council’s general counsel to request a formal clarification. The governor’s office was described as preparing a withdrawal of the original appointment letter along with a corrected appointment letter; the council said it expected those corrected documents to go to the legislature by the end of the week if possible.
Senator Borja’s office, which the council described as the oversight chair for the Legislature’s Committee on Education, was reported ready to schedule a confirmation hearing once the corrected paperwork is filed. The council noted the Guam Legislature will be in session in August and said it hoped the confirmation hearing could be scheduled this month or in early August so that the nominee could proceed to a legislative vote.
No confirmation hearing date had been scheduled at the time of the meeting and council staff said the governor’s office still needed to submit the corrected letters.
Next steps: the governor’s office is to submit corrected withdrawal and appointment letters; the Committee on Education will schedule a hearing after receiving the corrected paperwork. No formal council action was required or taken on the appointment during this meeting.
