Resident raises concerns over new bail schedule and code enforcement use of "dangerous building" designation

A Roseville resident, Wyatt Decker, told the City Council during public comment on July 16 that changes to the city’s bail schedule and increased ability to charge misdemeanors for municipal-code violations risk unfairly criminalizing routine property work.

Decker described receiving multiple citations for “dangerous building” violations on structures at his property — a carport and a garage door conversion — and said the designation was being applied inconsistently and vaguely by Roseville code enforcement. He read the code’s definition for “dangerous building” as it appears in the municipal code and said enforcement actions he’s faced do not meet the standard that life, health, property or safety of the public be endangered. He said he has appealed enforcement actions two times and won one appeal, but that the broader availability of misdemeanor charges makes him concerned that the power will be used unfairly.

Decker asked the council to reconsider whether the city should have new misdemeanor authorities for municipal-code violations and urged clearer, more consistent use of the “dangerous building” definition. No council action or staff response proposing immediate changes was recorded on the meeting record; the comment was part of the public-comment period and did not result in a formal referral on the day of the meeting.

Council did not take up the matter for immediate debate during the meeting; any policy or code changes would require staff review and subsequent agenda action.
