Municipal advisor John White presented an analysis estimating roughly $2.1 million in gross annual savings over the life of the refunding, with $1.749 million in present‑value savings — about 5.81% of the refunded par amount under current market assumptions.
White and consultant staff described the structure as a single pooled authority bond issuance of approximately $26.3 million that would acquire four underlying obligations and use credit enhancement (insurance/surety) to lower debt service costs. The refunding targets bonds originally issued in the 2000s and refined by prior refunding activity; staff said the transaction could reduce the special‑tax burden on property owners or accelerate paydown of unreimbursed developer costs under existing development agreements.
Councilmember Don Lucio asked whether participation in the sale created a conflict for owners in the districts; staff advised recusal only if a councilmember is directly affected by a concentrated ownership stake. Lucio ultimately abstained from the vote; the motion carried with four votes in favor and one abstention. The roll call recorded Lucio as abstaining. Legal and financial documents were authorized for execution so the PFA can proceed with insurance bids and schedule pricing and closing in August.
