McCreary County board adopts KASAfive superintendent-effectiveness standards

The action came after the board viewed a recorded presentation from Rhonda Caldwell, chief executive officer of KASA, who described the associationpartnership with the Kentucky Department of Education and the components of KASA's onboarding program. "Our mission is clear, to guide, support, and encourage your new leader throughout the first year," Caldwell said in the recorded remarks provided to the board.
The resolution asks the board to evaluate its superintendent this year using the five standards and to accept KASA's proposed coaching, mentoring and professional learning supports, including an executive coach, an experienced superintendent mentor, and a board-member liaison. The packet given to board members included a program guide with training dates, roles, curriculum and an individualized growth plan template the superintendent will present for board approval in August or at a special meeting if scheduled earlier.
Superintendent Taylor introduced the item and asked the board for a motion to adopt the proposed framework and resolution. A board member moved the resolution and it was seconded. Named board members recorded on the transcript as voting in favor included Kevin and Carol; the chair and other members indicated assent on the record. The transcript does not contain a full roll-call tally for every seat.
The board packet materials described the standards as tied to superintendent certificate retention in Kentucky and stressed the program's mix of in-person and virtual supports. The district will bring a superintendent growth plan back to the board for approval later this summer as described in the packet.
The adoption places the district's superintendent evaluation and onboarding work under the KASA five-standard framework for the coming year. The board did not attach additional conditions to the resolution during the meeting.
