Council appoints Andre Kulitz as alternate to Granbury Regional Airport Board after initial tie

The Granbury City Council voted July 15 to fill a vacancy on the Granbury Regional Airport Board by elevating the current alternate, Kevin Ross, to a regular member at-large and, after revisiting the item, appointing Andre Kulitz as the new alternate member.
Ron Stowell had submitted his resignation; his term was scheduled to expire in January 2027. Councilmember Rodriguez moved to advance Kevin Ross from alternate to member at-large; the motion was seconded and approved by council members. That action required a separate vote to appoint a new alternate.
Council considered two applicants for the alternate seat — Paul Cornell and Andre Kulitz (applicant name recorded in application materials and in the meeting record as variations of Kulitz). The council’s first ballot produced a tie; members then decided to solicit additional applications and return the item later. After reconvening from executive session, a motion by Councilmember Rodriguez nominated Andre Kulitz for the alternate seat; council members raised hands in a final vote and Kulitz was appointed 6–0.
City staff said Kulitz is a city resident and had listed the Granbury Regional Airport Board as his top choice on his application; staff also said Paul Cornell is active in local volunteer organizations. No financial action was associated with the appointment.
