The Goshen Planning Board on July 17 reviewed revised site plans for the 17 M Flex Building (tax parcel 12-2-43), a proposed warehouse-and-office development on about 8.9 acres along New York State Route 17M and Canyon Hill Drive, and authorized counsel to prepare a conditional resolution of approval.
The applicant’s representative described technical updates submitted with the revision. “We updated the impervious coverage calculations. We did the turning analysis, responding to comments,” said Joe Fowel, applicant representative, summarizing changes to water-use calculations, sanitary-system sizing and pump-station comments. He told the board the submission letter included a detailed response to staff comments and that most outstanding items were minor and technical.
Board members pressed the applicant on landscape screening, year-round vegetative buffers, soil/well testing and handicapped-parking layout. Several members requested a stronger evergreen or year-round planting buffer rather than widely spaced deciduous trees, saying deciduous trees provide limited screening for roughly half the year. Members also asked that any required oil or soil testing and a remediation/response plan be completed before later permitting steps rather than deferred, and that the applicant confirm ADA parking grades and slopes meet code requirements.
Staff and the applicant discussed irrigation and plant-establishment plans for the berm and buffer areas, and whether the site’s proposed irrigation would use the property's well once it is online. The applicant said the irrigation and water-consumption numbers would be clarified in a future submission and confirmed the applicant will address tree replacement obligations if plantings fail.
After discussion, a member moved to authorize counsel to prepare a draft conditional resolution of approval for the application. The motion was seconded and approved by the board.
Next steps identified by staff and the board include preparation of the conditional resolution, final submittal of outstanding technical items (including structural and sanitary calculations and any required testing), and verification of landscape/irrigation details prior to final action.
