Planning Commission forwards EV-charging zoning amendments for nonresidential sites

The Forest Park Planning Commission received and moved forward a text amendment July 17 to add electric-vehicle (EV) charging provisions to the city's zoning code (Title 8).
Planning staff said the amendment adds definitions for electric vehicles and charging-station levels, makes EV charging facilities explicit for nonresidential parcels, and sets site-improvement standards including parking stall striping, aisle widths, landscaping, lighting, screening, signage, trash receptacles, maintenance and utility compliance. Staff noted existing installations — for example, an EV station at the police department and EV parking at a Chick-fil-A location — would remain in place but that the city needed formal standards for future installations.
Commissioners asked staff clarifying questions about applicability to existing private and public stations and the technical site requirements. After a motion to receive the text amendment, the commission voted in favor with one commissioner recorded as opposed.
The amendment was accepted for consideration and will proceed through the city's review process for eventual ordinance adoption.
