Council approves letter to Payette Lakes Sewer District about Pine Creek Ranch annexation petition

Planning staff explained the annexation sequence required by the interlocal annexation agreement between the city and the sewer district. Michelle (city planning staff) told council the sewer district must notify the city 30 days before the district holds a public hearing on a petition; staff reviewed the petition (submitted to the sewer district and identified in district materials as submitted by Patrick Grant) and recommended the council request that sewer‑service approval be resolved first because sewer availability will determine the project design. The draft letter asks the sewer district to coordinate with city staff and notes that if sewer approval is granted, the project should proceed through the city’s annexation/land‑use process so the city and district actions are aligned.

Councilmember motioned to approve the letter subject to a minor edit to the first sentence (change wording to indicate city staff — not council — reviewed the petition) and to correct a typographical matter in a petitioner’s name; a second was recorded. A roll-call vote was taken: Councilmember Machesic — yes; Councilmember Threauer — yes; Council President Nielsen — yes; Councilmember Nelson — yes. The motion carried unanimously. The mayor was absent for the meeting.

Staff said the sequencing approach is intended to avoid requiring the project to pay annexation/land‑use fees and proceed with city review until sewer availability and design are known; that sequencing should limit duplicate permitting work in the event the sewer district conditions the project design on additional infrastructure.
