The Manteca Planning Commission voted 5-0 to approve a site plan review (SPC 24-24) and minor use permit (UPN 24-25) for a Sonic Drive‑Thru at 2153 Daniel Street.
Assistant Planner Allison Diaz presented the project as a proposed 1-acre commercial parcel with a 1,502-square-foot restaurant, 22 parking spaces and a drive-through stacking lane designed to accommodate up to 12 vehicles. Diaz said the site is surrounded by vacant commercial parcels and a proposed/entitled gas station, car wash and convenience store to the east. Staff recommended the project be found exempt from further environmental review under CEQA Section 15,332 (infill development projects) and adopt a resolution approving the site plan review and minor use permit.
Brian Kenoyer (K12 Architects), representing the applicant, said the design is consistent with staff direction and the team is prepared to answer questions. Commissioners asked about simultaneous construction with the adjacent project, drainage/stormwater capacity, and whether drive-through stacking could back up onto Daniel Street. Kenoyer said the adjacent project and Sonic have been coordinated for on-site storage of stormwater; the drainage solution ties both sites together and uses on-site storage and leaching material to limit off‑site flow.
Members of the public raised concerns about shared ingress/egress with the adjacent Chevron project and potential traffic backups on Daniels near the Stadium Center and Costco access. Commenter Sean Randall urged engineering to explore ingress and egress pockets and merge lanes to avoid queuing onto Daniel Street. The applicant cautioned that additional engineering work to change driveway configuration could require resubmitting civil plans and delaying review. Chair Fiore called the motion; Commissioner Paslick moved to approve, Vice Chair Coleman seconded, and the motion passed 5-0 by roll call.
